California Declares El Niño Emergency as Coastal Damage Offers Early Warning

California is preparing for a potentially historic El Niño season, and the warning signs are already visible along the Southern California coast. Gov. Gavin Newsom declared a statewide emergency on September 21 to help agencies move supplies, protect infrastructure and coordinate with local governments before winter storms arrive. State officials say the developing El Niño could become one of the strongest on record, although its effects on any particular community remain uncertain. Governor of California

The declaration is a preparedness measure. It directs state agencies to stage flood-fighting equipment, including sandbags and pumps, and to prepare roads and other critical infrastructure. It also allows the California National Guard to support flood response, rescue and logistics if needed. Governor of California

For coastal residents, the concern is more immediate. A September 7 National Weather Service storm report described waves overtopping a seawall and boardwalk near Long Beach, flooding 12 garages and repeatedly undercutting the boardwalk and nearby houses. The report said one damaged house required shoring and might need to be red-tagged. That preliminary account raises questions about the condition of exposed properties; it does not establish that other homes are structurally unsafe. forecast.weather.gov

The risk has not passed with that episode. In a September 27 advisory, the National Weather Service warned of renewed coastal flooding and high surf for parts of the Southern California coast. Forecasters said erosion left by the earlier swell had made vulnerable locations, including the Long Beach Peninsula and Belmont Shore, more susceptible to flooding. forecast.weather.gov

El Niño begins with unusually warm water in the tropical Pacific. That change can shift weather patterns and increase California’s chances of strong storms, but it cannot predict exactly where rain will fall or guarantee a wet winter. State officials are preparing for a range of possible impacts: repeated heavy rain, strong winds, mountain snow, flooding, landslides, debris flows and damaging surf. Governor of California

Those threats matter well beyond the shoreline. In San Bernardino and Riverside counties, residents may face flooded roads, power outages or dangerous runoff during intense storms. Properties below recently burned hillsides warrant particular attention because heavy rain can bring debris flows with little time to react. State guidance urges residents to learn their flood risk, clear drains and gutters, sign up for local alerts and decide in advance where they would go if asked to evacuate. Governor of California

The damage near Long Beach is an early reminder that storms can expose weaknesses before the main winter season begins. For homeowners with signs of erosion, shifting ground or damage around a foundation, the appropriate next step is a professional assessment. For every household, the immediate steps are simpler: make an emergency plan, keep essential supplies and medications accessible, and take flood warnings seriously. Never drive through a flooded road; water may conceal a washed-out surface beneath it.
